Gentlemen,
The purpose of this letter is to serve BDB notice that the current installation and
monitoring of the Life Safety Inverters (LSI’s) is not compliant with contract requiremems
and to direct BDB to move forward with completing the LSI installations.
Per FEES-11. 1.1 (12). The inverter shall be connected to the fire alarm system in
order to transmit a status report." The fire alarm system currently monitors the status of
a smoke detector installed in the LSI enclosure. However, the Government's position is
that monitoring the status of a smoke detector in the LSI is not equivalent to monitoring
status of the LSI itself and, therefore, the Contract requirement referenced above is not
being satisfied.
Per FEES-02, 1 .7 (4), "A thermostat with transmitter shall also be provided in the
inverter room and be connected to the SCADA system." The temperature transmitters
installed in the LSI rooms are currently only connected to the EMCS system, and not the
SCADA system as required by Contract. The Government's position is that connecting
the room temperature transmitter to the EMCS system is not equivalent to connecting to
the SCADA system and, therefore, the Contract requirement referenced above is not
being satisfied
BDB is hereby directed to complete the LSI installations in accordance with Contract
requirements.
